Imho, center is closer to being an 'icon' than the lead (units usually have one leader regardless of who centers when), although I suppose calling them a lead isn't wrong either with how the center is basically the main point of attraction. The center is placed foremost and center (hence the name) in the choreography, making them stand out the most.
In contemporary idol culture with larger groups, the center is usually a matter of regular, official fan votes. That way the corpos did not have to struggle with marketing the idol that generates the most revenue, as the results would be from the fans themselves.
