It's implied that the woman here is Wakano, the one on the news who murdered her husband, isn't it? Although our first instinct would be thinking it was because she was abused by the husband, the author also subtly hinted at her having a sadistic streak of her own. Shinjou (the yakuza dude hunting Tsutomu) obviously also had severe traumatic experiences.
