Even if Wagatsuma still around, Harumi would be the next leader and take over Aoba anyway but only after Wagatsuma and Kanamori would graduated, unless if Wagatsuma forced to repeated his year lol. Keep in mind in the year 2000, Wagatsuma is Sophomore while Harumi is just a Freshman. In 2 years, when Wagatsuma and all of the Sophomore in their era would graduated, Harumi would take over and unite Aoba in his senior year. Without Wagatsuma, Harumi would just speed up his conquest and take over Aoba, earlier

In the original timeline, Wagatsuma leaves Aoba while Harumi is still a freshman.

In the timeline before Wagatsuma timeslipped, Kanamori would have no one to propel him to a leadership position. He probably wouldn't have the guts to extort Harumi or anyone else, which means he keeps his eye, and Harumi doesn't end up following him and succeeding/overtaking Kanamori. Instead, Harumi would just spend every day fishing.

In short, I don't see why or how Harumi would end up conquering Kumine in pre-Wagatsuma timelines.
