Well, tbf it is probably the best timing to start the war against Hakkyou. With the rumor of Wagatsuma out of commission already out, If Aoba didn't take the initiative they'll be too busy being on the defense side.
I don't think Kanamori have any other strong pieces other than Wagatsuma and the trio though
