They probably just assume, if anything, it’s mortified embarrassment or something, when it’s accidents like that. The point is embarrassment can have different causes. It’s not always ‘omg, I like this person and we’re too close!’… sometimes it’s ’this perv saw me in my underwear, eek!’ Or who knows what else. It can be a positive or a negative reaction. It’s kind of presumptuous to think it can only mean one thing.

Besides, these two are explicitly meant, as far as I’ve understood, to move at a glacial pace and pretty much always misread each other in order to give Chitoge ample opportunities. Far as I’m concerned, these chapters are depressing distractions from the real romance of the series, showing a pair that feel so right, but are sadly doomed to never work out because they’re just too jumpy and cautious with each other.
