I guess it feels like GL because it borrows a lot of stylistic choices commonly more associated with more sexual and romantic stories. The author either used them unwittingly or decided to troll the readers a bit.
In the end, it is quite frankly a friend relationship, which is rather nice to see itself and refreshing, given that such doesn't really seem to be done at all.

Not sure why people think this isn't yuri, it seems very much like it's yuri even though it ends at the friend stage (though that might be passed the friend stage a bit hard to tell). Like, it's got a lot of yuri traits with how the characters have interacted, the story line, the end, girl even got collared and they both ended up as basically each other's only "friend", plus lots of blushing. It very much exudes the two being gay for each other.

No, just no. Stop it. "Shoujo Ai" is just your average weeboo misinterpreting the language and ends up with the equivalent of "lolicon" to the native speakers.
