it's the same as "I don't wanna be political/controversial but"

it's just someone being full of themselves and an asshole whenever I see it.

Remember: Starting a sentence with 'No offense...' does not actually make anything following less offensive.

Also, 'offended' should be a choice in the poll, because that's my usual reaction in this case.

gonna start my offensive statements with: "WARNING: THE FOLLOWING STATEMENT MAY OR MAY NOT BE EXTREMELY OFFENSIVE TOWARDS A MAJORITY OF PEOPLE, PROCEED WITH CAUTION" from now on

(it's funny because this also doesn't make anything following it less offensive)

I think the form of the word here would be 'offense' (it evokes offense? That sounds right).

Edit - 'eyerolling'? It kind of does that too.

By itself, it shouldn't be annoying, but I guess it's been used by annoying people who were trying to avoid the consequences of their words so much that it's become annoying by association.
Pretty much this. 90% of the time the effect is basically 'no offense, but you suck and your mother dresses you funny.'
