By itself, it shouldn't be annoying, but I guess it's been used by annoying people who were trying to avoid the consequences of their words so much that it's become annoying by association.

"No offence but..." belongs to the "I'm not racist but..." arsenal and it's the anticipation to some kind of ad hominem. People like to use the "but" to contradict themselves for some reason.
