Some serious talk: While there are probably a lot of reasons, why you dont drive a lot or actually not at all although you have a license, you really should do so in your first year. If not you shouldnt make your license in the first place, though there may also have been reasons to do so, such as it was a convenient time (e.g. school time, not much to do and few responsibilites)
The reason is simply youre moving around more than 1000+ kg at such a high speed, that you could either cripple or kill anyone with ease, just by making a slight mistake. Of course even a Formel 1 driver can mess up here, but the probabilites are way lower.
In my country we have the option to make the license one year earlier than 18, but you are obligated to appoint someone to be your assistent driver. You drive, but this person also has to drive with you until you are 18, mostly its your father or your mother. Imo its a very good law to further teach new drivers the basics and let them get experience in a very save way. My sister did this driving practise too on a voluntary basis with me and my mother, though she already was over 18, just to get practise in and feel safer.
So, my point: if you are a new driver, get practise right after getting the license, at best with an experienced co driver you trust. If you practise some months it doesnt matter that much if you take a (big) break from it, for what ever reasons (no money for a car, trains are too convenient in your area etc). If you start 10 years later with no experience, you basically are at a lower level than when you made the driving test, because you forgot a lot of things. So yeah, for the sake of your follow men, you really should only make a license, if you actually drive, so that you can become dependable instead of a potential disaster for every one else.
