Probably because it was wrongly uploaded with errors. Like on the last page, where the left side had "Bottom Right Panel: Text" and the text in the bottom right was supposed to be on the left side of the panel.

Or they have to milk it with site restrictions first?

I noticed the error on the last page too, and yeah, the site restriction is happening a lot lately with different groups.
