Going from a Viscount to a Count is being demoted.

@GGCannon you have it backwards. Also viscount is nowhere near a duke, they are nearly at the bottom in fact only above lords and barons.

The title of count is higher than a viscount but its still on the lower half of noble titles. The title of Duke is basically only outranked by the king. So they're actually not wrong for giving him title of count.
