She really doesn't need that permission though - it is everyone else that is losing out on materials she is otherwise dumping, not her; she can just Divine Artisan anything she wants in situ....

Dungeon Alive tells us that each country has at most two or three "natural disaster class" explorers; they work for the public good, never seeking reward or recognition, and seldom wander outside their own country, but they are there protecting everyone.

Karin cannot be convinced otherwise, nor would it be advised to even try.

That isn't wrong, but also it is worth noting that the easily damaged dress, the requirement to be elegant and sip tea while brutally annihilating any monsters she might encounter, the desire to use only her fists as her idol and role model does - those aren't just aspects of her character, they are the ONLY thing standing between an uncontrollable, unstoppable whirlwind of violence, and those who would be powerless to stop her. which is, honestly, everyone, including every other S ranked explorer on the planet as a group.

Don't undervalue the elegant shell, it is the only safety net there is

Situation there is complex, especially given she is still a minor.

Dungeon explorer parties exist; some of them are black organizations, and some more legit, all will be interested in recruiting her once she is of age, but the restrictions on minors, and on parties containing minors, are severe.

Japanese government will want to at least give her an award, but when it comes to rewards, she is hard to choose such a thing for; after all she now has significant income from her streaming, and has god-tier accessories, furniture and clothing she makes herself; she is also reluctant to be rewarded for her actions as her idol and role model does not seek reward.

(as a slight spoiler though; there are things money literally can't buy, and she has already received one reward like that)

There are also (of course) other governments and organizations that may see her as a threat to be managed or removed - not that THAT would be likely to succeed.

Best Friend Mafuyu is the final boss standing between external groups of any kind and exploitation of a somewhat naive but overpowered young lady. And given Karlin considers Mafuyu scary when she is angry, You really don't want to think about what that means in terms of how scary she must be...
