Once again, it's because she's a minor. Child labor laws, so that minors can't be exploited to farm dungeon drops. It's brought up at the end of the next chapter. But you don't get a full explanation until chapter 11.

The laws don't allow children to sell drops or even bring them out of the dungeon, they have an exit scanner. So there's less incentive for people to do this, that aren't in it for the money aspect. But this is also Decades since the Dungeons and skills emerged. So, it's become mundane.

It's more a matter of - why would minors be allowed in there in the first place? You'd think one would have to at least be old enough to join the military/SDF before they'd be allowed to go dungeon diving.

If the dungeon has a single controllable gate, then it'd be pretty easy to restrict or at least monitor who actually goes in at any time. And I would imagine at the very least that everyone going in has signed waivers acknowledging how dangerous this is and that the government isn't liable if they fuck up and die.

Obviously this is a comedy and we're supposed to let it slide, but I dislike holding comedies to lower writing standards.

She goes around most of the restriction because she has a broken crafting ability thatr allow her to use the drop she found in the dungeon to craft equipement on the spot. And crafted equipement isn't part of the item restriction.

Escrow could still be abused. They're trying to balance personal freedoms while trying to stop child exploitation. Parents have a ton of legal powers over children. Like access/control to escrow accounts in the name of their children. Sometimes to write laws that encompass circumstances that you can't conceive of, they have to be broad enough to lock out entire categories of action. So you end up with broad child labor laws to keep them from having most incentives to risk their safety in a dungeon.

Her skill set makes up for some of that. After all, her dress was made from the drop for a Boss on the lower levels. But she can't find a use for all the drops that she collects. So she just dumps stuff she doesn't like/can't personally use.

Japan Dungeon community is known for bring "weak" due to corruption by top guild and illegal activities that plague entire dungeon system with top bring around level 2500-3000 and most of them belong to shady guild with influence.

I think that's part of the whole genre, seriously

In this case, the rationale is that she started out as a cosplayer for her idol, the star of the manga/anime "Dungeon Live" so is convinced that the world is full of super-strong dungeon explorers that she can aspire to match. She knows she is strong compared to "normal" explorers she meets, but compared to her idol, she has still a long way to go.

Also part of this is that, like her idol, she wishes to explore in a frilly dress, while holding a teacup full of tea, without taking any damage to the dress or even spilling the tea. That's a significant handicap, meaning she would be even MORE OP without it...
