It's more a matter of - why would minors be allowed in there in the first place? You'd think one would have to at least be old enough to join the military/SDF before they'd be allowed to go dungeon diving.She's underage, so they can't really recruit a minor for an adult job. Child labor laws in this world exist.

Once again, it's because she's a minor. Child labor laws, so that minors can't be exploited to farm dungeon drops. It's brought up at the end of the next chapter. But you don't get a full explanation until chapter 11.
The laws don't allow children to sell drops or even bring them out of the dungeon, they have an exit scanner. So there's less incentive for people to do this, that aren't in it for the money aspect. But this is also Decades since the Dungeons and skills emerged. So, it's become mundane.
If the dungeon has a single controllable gate, then it'd be pretty easy to restrict or at least monitor who actually goes in at any time. And I would imagine at the very least that everyone going in has signed waivers acknowledging how dangerous this is and that the government isn't liable if they fuck up and die.
Obviously this is a comedy and we're supposed to let it slide, but I dislike holding comedies to lower writing standards.
