It's not, it was stated that "reincanator" is their world's commonsense back in chapter 1, there are more than one reincanator, they may have lived here and there, die from old age or unnatural causes, all we know is that her mom was not the first.

Sure if the story is about her mother as the main protagonist then we can say it's an "isekai", but Mimosa was born and grew up in her current world, she is a native, she just has the knowledge from her mom, a reincanator.

And there's no isekai tag in this manga lmao
