My guess is that she intends to create a domino effect in which the authorities would then get involved and likely arrest the mother, while the daughter would then get sent to live with relatives (assuming that she has any) at the countryside, and thus effectively removing the girl (as she was a hindrance to MC's daughter) and preventing her from interfering any further with MC and his daugther.
