The guild/kingdom can just take your loot if they feel like it? Seems like something of a fucked system. These are the probably some of the most powerful people on the planet, especially the solo guy. Yet they get treated like this?
No, it's a mistranslation. I checked the raw and it doesn't say the guild will take it. It just says that because elixirs are restricted items, he can't take both Nono and the elixir out of the dungeon.

Nono plus the elixir makes two "restricted loots" and they can't take both out. I'm assuming it's because even if they're technically two groups, the dungeon's system still considers them one team.
So in the end they chose to give the elixir to the other team and let them go, while Alba and Nono has to grind in the dungeon some more and kill another boss so they can finally go out to the city.

Okay, you can see the "logic" in the girl not being able to be removed, because you can't prove she's not secretly a dungeon monster in disguise that will go on a rampage once it escapes, but for what reason would a miracule "cure all" be regulated? You think that's the kind of thing they want adventures to bring back.

Because plot and drama obviously. The author will probably make up some random excuse later on, but like clearly the reason is so that they have to stay in the dungeon some more so the manga can continue.

Well obviously the reason is so plot can plot.

Same logic for why Joker gets to endlessly escape Arkham/prison with zero backlash.

It's the mark of shitty writing though.

I mean, the whole system and rules just hasn't been explained, because most manga artists don't have the whole world building worked out when they start their series. For the moment why the elixir is restricted doesn't really matter, but there should be more details eventually.

Anyway, a cure all elixir being taken out to public isn't always a good thing, especially because there's only a super tiny amount of it. You can't share it with many people, and it could cause riots if desperate people start fighting for it.
