I'd not dare try to translate this. This isn't like having an accent, it's like she's speaking Welsh or Gaelic with a bit of English mixed in to an American.
It might be better to translate it as Gaelic or something. Tangential to English, some words in common. Like I imagine what she was saying is more difficult to understand than "kiddo" meaning "kid". I get that it's difficult to really get across how different they are though.
'Whose lost kid?' -> 'Who's lost kid?' is incorrect, unless she's asking who the lost kid is, in which case, the correct one would be 'Who's the lost kid?'
