There is no real closure or story about the civilian life or government doing their job in any RE game series.
But I was thinking more to land of the dead, where people live alongside zombie outbreak contained area.
I might be on something but I am right, ain't I? LoD, feels more post-apocalyptic than RE is. Also, while there isn't any story about the government or civilian life, there are hints of the public being aware of the situation with zombies throughout the entire series, starting with the Terragrigia panic in "Revelations". Ever since then, everybody in RE-verse is perfectly aware of the existence of zombies (or in RE terms - Bio-Organic Weapons). It's really not that hard to see how the rest of the eight billion people live. You get settings such as villages, cities, big or small, even entire countries in the middle of civil wars and it shows how surprisingly normal life is under the threat of Bio-Weapons. You just need to read between the lines and the actual scenery in order to understand it.
Another example can be made with XCOM: Enemy Unknown. You have a big, silent alien invasion underway but the player only sees the missions they play. When you read between the lines however, you can already predict how everybody's lives are outside these deployments - normal. Governments function normally, eight billion people go to work, shop or do random things the same way we do, but with the twist of there being aliens invading Earth.
