Yes, that's the difference between the wedding registration, which consists of only submitting a form at the town hall and results in being married in the legal sense, and the wedding ceremony, which is what the characters are doing now and is just a kind of party (you need to have done the former before you can do the latter).
One thing the manga oversimplifies in this chapter is that you can't just roll up to a wedding venue and get a tour whenever you want, instead they regularly organise "bridal fairs" that you need to sign up for in advance.
