Hi, if my memory serves me right, i remember that before there was a rule about sniping other groups, something like having to wait 3 or 6 months of inactivity before uploading, is it right and is it still an implicit rule despite not being writen?

Sniping and uploading an inactive group's chapters are different things.
It's not prohibited to snipe (as far as I know) but it's looked down upon.
There is a rule about uploading a locked and inactive group's chapters:

Rule 1.4
A locked group that has chapters missing from MangaDex can be requested by a user to be unlocked and marked as inactive by contacting MangaDex staff if the locked group has had no publicly available releases for 4 months on any platform. MangaDex staff will attempt to contact the group to notify them about the inactivity request and will continue to wait another 2 months from the request before marking the group as inactive.
