Normally I'd think so, but I'm not so sure since it's Japan. Pretty much every contemporary and even many fantasy manga with romance drama has a nanpa practitioner or two plaguing every street corner. There's simply no way that would be the case if that wasn't a real issue (or a cultural phenomenon) in Japan. While this thing of jealous dudes giving a killing stare to a totally unknown guy who happens to accompany a totally unknown girl isn't nearly as commonplace as the nanpa practitioners, it's still a relatively common event in romcom/drama manga. Since there's no smoke without fire, I reckon it as well is an issue in Japan.

And people are afraid of shark attacks, despite how extremely rare those are, so sometimes there's smoke even if it's just a single candle in a house.
