I think that's why Dokja called it fake paradise, not sustainable.

He will sacrifice people who realize the truth or protesting for new scenario, frame people who is around the protester. So population won't overload.

The survivor there are ignorant newbie or obedient who close their eyes upon fact. That's why it's so peaceful. They keep getting replaced by newbie.

We don't know how many new survivor and how much planet left to be sacrificed as fuel. Maybe that's why he is so welcoming.
