I know they're teenagers, but not even teenagers are this cruel and hive-minded. I know for a fact that I would have done something about it if I were there and I know with even more certainty that my brother would have done something about it if he were there, and we're decent people are best. I'm sure that at least 1 person who was genuinely good would have stepped in.
Why is there no teacher to watch over the students in the first place? That’s literally the job of a teacher, other than to teach.

I have to agree with you here. Any student there with a right mind would've figured out that this was bullying right away. They might not do anything about it, sure, but atleast they would've noticed.

Your out of touch with reality is concerning, that's a typical group mentality 1:1.
This chapter is a perfect example for how it works, bullies who attack, then those who dare to defy them join in so they would gain their favour so they maybe not be next, with a group large enough others join in because it's a "group activity", then even people with clear conscience like Naito join in since they feed on popularity and the "activity" other are participating will raise their group collective attention.
Teachers give zero shit, they're there for around minimum wage, they have a lot of work in school taking care of not own kids and have to check homework after school or class, also bullies tend to cause problems to teachers in revenge if they're in trouble so they usually avoid doing anything.
Had teachers car windows smeared with mayonnaise, deflated or cut tires, prank phone calls over night, etc. if they "stepped out of the line" and my school wasn't even for "problematic" kids.
I know how it works, experienced it for well over a decade.
