I guess if this was your average manga, the bad guys would be doing something nefarious with the power suits where the people using them are going to end up mind controlled or turned into monsters. Maybe Mumen rider is there so that someone would feel bad when something happens to someone in the Neo Heroes, since even Metal Bat isn't the most sympathetic guy in the world.
