TL;DR it's that there was enough context for them to notice that there was something heavily amiss even before the little sister clarified what was going on, yet they instead of actually trying to find out why he did that, they just walked away acting like he attacked her for no reason. Especially if they just came out of a decursing session.

I'm sorry, but you dismissed the fact that the girls were thinking that they have been freed from the curse and there was no need for him to dispel the curse again, so that's why they thought Kamite's act was over the top to undress Tsubasa once more. But like in my comment on previous ch, I still think the girls are partially wrong, but not completely.

And I don't think the author was being clumsy. Minori JUST realized that he was cursed but didn't know the severity of the curse. After she was surprised that Kamite couldn't undress himself, finally the panic drove her to tell the girls about his curse. That's author's true intention on revealing the sequence.
