Both are probably more down to earth than a magical potion capable of turning an old guy into a young girl if you ask me.
The original JP text is "Make sure you don't wind up with any major injuries or illnesses...!" with the implication that if he needed any serious medical attention things would go bad. In Ch8 they did a simple check-up which I assume didn't need any form of identification or insurance. Chitose handled it all with a hand wave from Neko, the anime ended up explaining it better as to how Chitose was able to do it by making the school affiliated to the university so, she has slightly more leeway to pull off getting Mahiro into the school without anyone doing proper checks. Everything from invisibility to nanites and bioengineering. This kind of technology would only be accessible through involvement with the governemnt at very high levels. The change in the first place is super science way beyond technology that has been discussed publically.
For Example:
The structures that form the female reproductive organs disolve in the process of forming male reproductive organs. We all actually start as female. Its not our chromosomes that trigger this process, it's a portion of our non-coded RNA. You can be XY(Male) and still develop as a female. However, once you start to develop as a male, there is a lot that has to be regenerated to create a functional female reproductive system, which we know at the very least has happened with Mahiro. We are talking about some significant genetic alteration.
Then you add to that the problem about the bones, and body mass. There are ways you can explain the significantly reduced body mass, but the only way you reduce the size of the bones is with nanites that restructure those bones. Yet somehow both of these processes can reverse in the absense of recieving further treatments.
In fairness, we have only seen the partner return, but nothing else has happened with Mahiro that suggests that they would just return to normal. That might be just wishful thinking on Mihari's part.
All that said, I would think all the legal implications have already been covered by Chitose and whoever she actually works for. Those aspects would be easy to manage compared to the technology itself. Just my thoughts.
