Its more about not dragging others into your vengeance. Fumika couldn't rest in peace because Junko's grudge was so overwhelming and she didn't bury her entirely. Plus she almost killed a bystander.
Wanting vengeance and justice are not inherently bad but Junko went the wrong way about it spiritually. This is contrasted by Fumika forcing herself back to an Oni to protect Junko an act that achieves the vengeance but lets her finally pass on after being slayed.

As Levankua said it's a bit more complicated than that...Anyway, as we have seen Onikirimaru is interested only in eliminating the oni, he doesn't kill humans, he only save them from oni, he wants to prevent them to become oni, eventually. It's complicated: he loves humans so much that he may even "love" criminals in the end.
