The context matters. All of the characters in the speech bubble that you pointed out are "大丈夫ですか? 情緒が". In my understanding, that can be translated to something like "are you alright? [asking due to] the atmosphere (mood)". A portion of the sentence was omitted because it can be implied indirectly. I started learning the japanese language long ago & my rate of progress is quite slow. Still, the most significant trait of it in my knowledge is that omitting things that can be implied indirectly is quite common in japanese culture. It causes confusion a lot. I can say that my translation of that speech bubble has a pretty good chance of not being wrong based on the overall context.
