Going off of the captain's and Ayano's reactions, the captain does actually like him. I assume they set this up to help the siblings either "get it out of their systems" and hopefully move on, or maybe to get them to confront their feelings and come to a decision rather than continue to leave it unresolved like it has been for apparently years at this point.
