Figured as much; the serial murders are caused by an OOPArts seed as those two investigators mentioned; not sure why it seems to be malice-based, though, compared to the other we've seen. It's possible that the data loss is what caused the shift from "turn your user into a murder machine" to, "supercharge your user and support them", if these all were seeds planted to cause havoc on Earth.

He might as well insert the Ooparts into his body somewhere so he can't lose it, because we all know there'll be a future conflict he'll need to resolve after it's been stolen from him.
