It's an educated assumption based on strength of both factions. The empire and hero have thousands more people including the 3rd strongest ziggy with them whereas Nakatani + demon king and the others are a few in numbers but exceptionally elite. If they already assumed it will end in stalemate when they go to war with the empire, that means while nakatani can hold on to the current Rei, the others can easily wipeout the empire

Idk about you but so far rei seems like a lose cannon that just does whatever she wants, she has shown no interest so far to throw down with the princess at all.

Unlike most isekai this one actually acknowledges the existence of other countries in the world that would jump for joy if this one destroys itself to snuff out the princess.

On paper he might be only a bit weaker, but in practice he's a whole lot weaker. Because Rei actually has a plan of many decades and is working for it, sparing no effort and especially sparing no lives, whereas Nakatani is only concerned about looking cool and mysterious, without actually ever doing anything big. The last time he gave his all in a fight is never and the last time he decided what he personally wants and started working for it is also never. That's why he can't compare to Rei. Because he's an aimless boy with no goals of his own and no drive to achieve anything. Though that goes for a whole lot of other characters in this story as well.

Attitude makes a big difference, which is why morale can decide the winner or loser in a war even in RL.
