It feels more like posession. Some sort of (evil) god or demon, same with the prime minister, and may be even Ordina? Although may be Ordina is more like necromancy. Besides, there is still no actual explanation on how or who did the actual summoning.

That is an strategic secret to help release Rei from whatever is holding her and, possibly, have Ordina as an ally of sorts.

Ordina's missing magic eye is kind of interesting, I wonder if there's an implication there that she's using it to spy on the MC's camp through classmate witch(Akane), since she wouldn't have given it up without a reason. After all, Ordina's hat and Akane's hat aren't actually the same, although they both had eyes, since Ordina's was white and Akane's is black(well, gray before joining MC I think, but not white regardless). It's also a gigantic eye, but since Ordina's eye is magic I wouldn't be surprised if it was somehow fused into the eye of Akane's hat or something.

Yeah, I made a longer comment about it when it first happened (chap 64), but this seems the most likely to me. The biggest hint being that they mention that her flow of mana has changed, which in fantasy is usually reserved for when something fundamental about a person changes, on the level of possession / race change away from human, and not just like a personality disorder thing.

It's worth mentioning, after the mention of her mana flow being different, the MC also goes "what if we can bring her back to her old self?". It's not actual evidence, but when an MC goes "I wanna save the bad guy if possible" it's pretty typical that they'll manage it in the end. So I don't think her OG personality is completely dead, just sealed, otherwise he wouldn't actually be able to bring her back.
