It's called "fight or flight (or freeze/fawn)" response for a reason. The last is "shock / indecision paralysis".

There are about 3 instinctual reactions to danger: fight back, run, freeze and hope you aren't noticed. They're equating mc behavior to the third, thinking that he's being indecisive. It's not what's actually going on here or in most stories with this situation though. It may be annoying and not what most want but it isn't indecisive. He made the decision to save/convince the other kids too and is acting on it. Some of them are pretty shitty but he's known them for longer than anyone in this world and, moral or not, most people give more leniency and forgiveness to people they've known longer or are closer too. Even then, he intends to save the slaves too so it's not inconsistent. The best criticism I would say is that he didn't kill the finance minister with that shot but remember, that's not part of the plan. They want to get all the slaves out at once so they can free them in one go before they realize what they're up to. Killing him at that moment would jeopardize that.
