Ziggy (the Black Wolf leader) is more of your usual chaotic neutral living on the battlefield and enjoying it character. He probably is aware the empire is rotten inside, but doesn’t care of the details, as long as they let him do his job with his way (and provide him battles to fight).

Siding with the kingdom is convenient for him, and he’s friend with the slit-eye general -one of the more sane person over there who can still care about the actual soldiers and people living there rather than treating everyone like assets.
