I think it's more that quantitatively he's far superior to a level 3-4, but quantitatively he's only level 3-4; in short, his level up method is so restrictive that it is basically a different scale (qualitative), but the device is made to measure using its own scale (quantitative).

Page 3, bottom right panel: all the dialogue here seems scrambled.

Page 14: "Zash the one with hammer is level 9." -> "Zash, the one with the hammer, is level 9." There's also plenty of space to fit "hammer" on a single line.
"The wizard's Mix is level 7." -> remove the 's from wizard.

Also why do some people call him Zaryuu and some call him Zarmen? I haven't seen "Zarmen" in so many chapters that I thought his name was just changed to Zaryuu without a TL note or anything, but now it's back.
