The original Harold worked for Justus so I guess he feels he has to continue that role until he gets a chance to stop his plans.

He's working for Justus the same way a double agent is working for the apparent party. All the info he uncovers, he may send to the Sumeragi, if relevant. Later he can use that information to help Liner's party to defeat Justus and is plans. Not to mention the kingdom would hunt him down and execute him if he stopped working for Justus. After all, the grand conspiracy, false charges, and the fake trial were the reason why he was forced to become Justus's employee. The kingdom's goverment is corrupt. For the time being, it's difficult for Harold to do anything about it.
