??? It is the rule of blackjack though. The dealer is pretty much a robot that has to follow the rule by a tee, there is no decision to make.

That's the actual rules of that particular game, which is why the MC choosing to be the dealer for every hand was a plot point. The dealer doesn't get to choose when to hit or stand, they have to follow the rules even if it means drawing into a bust and losing an otherwise winning hand. In a friendly/casual game you'd change dealer after each hand and at a casino it would be the house dealer who isn't betting.
