I mean, it kinda is and isn't? In the LNs Olivia and Angelica say that they practiced with each other how to kiss better in order to catch Leon by surprise. And its sorta implied that they accepted the whole polygamous marriage because they are also attracted to each other, not only to Leon. But on the other hand its all subtext and fan service so IT IS "Yuri bait" in that sense.
