A teacher either saw it from afar or heard students joke about it, and all aghast and misunderstanding everything on purpose, informed the other staff who also reported it to the local police. That there's an unknown man approaching students with who knows what immoral intentions.

This was the common case many years ago when I regularly followed a site that reported random news from East Asia, mainly Japan and China. Although it wasn't typically in conjunction with a high school. High schoolers are almost adults, so they aren't in as much danger as much younger kids could be.

Of course there's always the one out of ten case as well, which will make nobody laugh.
