What Gomi's done, and doing, is by no means acceptable in society. In terms of being acceptable to "the in-group", he's deviated in a dangerously drastic manner from the agreed-upon "norm", and that makes him an Outsider who by all rights should be ostracized for the sake of harmony of the collective that his workplace and peers.
Mayopu, however, is actively endangering the life and systematically abusing, arguably torturing, someone who is tied to him and whom he, according to society, should be watching over and protecting from such things, that has resulted in her ending up in the hospital due to her life-long abuse at the hands of everyone around her, with her lawful husband being the latest violent participant.
Gomi hasn't hurt Yumazora, and Mayopu has. Gomi's transgressions are against the social order; Mayopu's are against the physical wellbeing of a person.
Of course, it's essentially comparing being shot with a handgun or stabbed in the side with a rusted knife.
