In Japan Gravure, not equal porno, at most just wearing a swimsuit and take some picture.
As long as there are parent consent there is no problem, the agents also make sure for the model to not get into any sexual relationship so well I guess it is legal.

Gravure starts with girls as young as 14 (though the more revealing stuff has older girls and it's definitly not porn), you can find those magazines everywhere.
