Pretty sure they mentioned it earlier that the majority of women have powers and every so often men get powers. But like to the point that its a handful and so women can take over from a sheer numbers advantage.
It would have been nice if it was explained earlier. I was wondering if Hinata was really that blind or just dumb. Adding the “recognition inhibition” to the cloak at this point feels more like an after thought or an “ oh fuck I forgot to add a mask” and trying to have it make sense.
