Maybe the author wrote the MC as a low IQ person to avoid any future trouble. He can be written to do stupid stuff without breaking characterisation when the readers know from the beginning he's a fool. If he's a moron, he can also accept what should be an adopted daughter as a love interest. Just concerning the plot alone, the author can pull off all kinds of stunts without foreshadowing, by making it look like the MC just didn't have the wits to realise he got a certain skill crucial for solving a case, before such a case was suddenly brought forth by the story. That technically works to cover bad writing a little bit. It already explained why he's still bottom rank despite having the prowess for much more: he's a plain old idiot not aware of his own abilities, at all, and thus never thought to rank up.
