I don’t think it was ever intended to be anything big narratively, especially if she meant “bro-con” in a non-romantic sense, which I believe she did.

Outside of that fact itself though, it served to expand Ijichi’s family and set up some wholesome interactions between all 3 characters.

Again, having a brother-complex (or being a brocon) doesn't necessarily mean that there is sexual or romantic attraction. It just a more extreme form of love bordering on worship or idolization.

It doesn't even have to be "more extreme" or anything. People would call siscon/brocon even completely ordinary familial love if you just happen to show it to an outsider. Though I agree in this case it might be as you describe, since she specifically singles out one brother as special out of the four she has.
