It's like they're century or two behind times and ladies still need a chaperon when in company of single man.
You'd get that impression considering that nearly every manga has one or more of the following that perpetuates the "all men are wolves" and women must be protected sentiment:
Female characters being put on a pedestal or idolized solely for being female and their appearance alone although it's only for their status as a sex symbol.
Men oogling at female characters and being able to read their thoughts.
Female characters being harassed by pickup artists and the heroic MC who saves them.
Everytime a female character is alone with the MC, who has certainly already been depicted as the most harmless or gentlemanly human on the planet, he will remind her to be careful that she's alone with a man.
Female characters who are friendly or casual with their behavior and appearance when alone with a male character is described as 'defenseless' implying that they would be attacked if it was anyone else.
Strong and independant female characters eventually being saved by a male character when it is then revealed that they just wanted 'to be treated like woman' like their peers are. Implying that being coddled is the natural or desired way of things.
There are always exceptions of course but you might think that Japanese authors at the very least share these sentiments with how common these depictions are found in manga.
