I feel like the manga makes it explicitly clear that Hashim is an asshole, and as such the implication is that it was his decision. Otherwise, there was no need to make his character an asshole, like context clues

Its a strong possibility he's just an asshole yes.
But on the other hand we never got his side of the story and only a second hand account of Ed's view of the situation.
Probably too serious for this manga but it could be interesting too have Hashim turn back up sometime in the future with the twist he was stuck in Egypt cause of discrimination/family hinderance/etc.
