Theres a few public service and guide manga out there which tend towards monologue and preaching, though generally they aren't by notable mangaka. The manga Bible springs to mind, and Fukumoto (Of Kaiji and Akagi fame) did one about synthetic drugs as well, wjich is on MD iirc.
