She's 100% an idiot. She only knows how to tease because it is a safe, easy and sure-fire way to continue the status quo without hurting herself. Anything more is too hard/risky.

the way you describe it makes me think less "idiot" and more "coward", which is accurate for her. (I don't think that's something that can be disputed even a mere 21 chapters in.)

Which, can work, but it needs to not be a one-note drum that's hit the entire time, with no effort made to grow beyond it. So I guess we'll see if that happens, and how long the current status quo is allowed to persist before it does.

The ratings don't have the hardest definitions, and they're user-submitted. So, it happens sometimes that an entry where there's hardly any nipple-less breasts one time gets shot up to "Erotica", but also times where you can have a full-frontal single pager of someone masturbating and it stays "Suggestive". Sometimes, a rating is given because the person submitting it knows what's coming up, and sometimes nobody cares to update the rating despite what's already been posted.
