That might funnily enough be his biggest strength. He doesn't actively scheme to take the throne and thus is not seen as a threat.

As much of a warmongering cock as this king is, he's actually doing a lot better than many monarchs. At least he not only acknowledges the efforts of people who actually do the work, but can see the potential in people, even if it's only their potential as weapons or for propaganda purposes. That's still a lot better than most.
