If you want stability, then you can't have one guy who isn't the king grow too powerful. You need someone else to keep him in check, even if it's just in case.
If anything, the big elephant in the room for Gordonia is that Aegir is an unstoppable force that is only growing mightier. Shit, if he were to rebel right here, right now, I'm not sure anyone could stop him. I used to think the King might be able to outsmart him, but the ship incident makes me question his competence now.
Maybe what the minister really wants is to be on Aegir's good graces when the inevitable happens.
